Important Customs Announcement - CARM is delayed until October 2024

Canada Border Service Agency (CBSA) announced that CARM is delayed until October 2024!

CBSA have stated they are delaying the implementation due to the potential strike by the Public Service Alliance of Canada and the possible impact this could have on the Agency’s operations.

The Public Interest Commission (PIC) held a hearing with the Federal Public Sector Relations and Employment Board and will release their report and recommendations.
If members vote if favor of a strike, then it is expected that Customs Officers will work to rule. This means they will perform their jobs only according to their contract which could lead to delays in processing releases, service response times and examinations. It is important to note that Customs are considered an essential service therefore, business will continue, but it may be slower than normal.
Our borders will not close!

Therefore, until October 2024 all existing Customs processes will remain the same as they are today! Nippon Express will continue to keep our current billing processes in place until CARM goes live.

CBSA will start using the new CARM program internally for compliance purposes to help them identify errors and discrepancies in duty and tax submissions. CBSA plan to work with industry to help improve these areas. These efforts are due to an Auditor General of Canada report that estimated 20% of goods coming into Canada are classified under incorrect tariff classifications.

It is also important to note that 22 industry organizations submitted to Parliament several concerns that are still pending with CARM. Therefore, we welcome the delay to continuing helping customers prepare for CARM and we look forward to having the opportunity to continue working with Customs on resolving all outstanding issues before October!
